Bart Milburn BSc Hons Dip TP MRTPI is Director of Milburn Planning consultancy. An RTPI Chartered Town Planner Bart has worked within planning since 1999, and has been a full member of the Royal Town Planning Institute since 2002 and National Association of Planning Enforcement since 2018.  

Based in Northumberland Bart has extensive knowledge of the planning system having worked in the private sector for HPS and led planning teams at senior officer level as Assistant Development Manager at Gateshead Council, Major Developments and Delivery Manager at Northumberland Council and most recently having been Head of Planning at Richmondshire District Council and Planning Manager for the Richmond office at North Yorkshire Council. 

Bart has extensive knowledge and experience across the development sector with a wide network across local government and the private sector. This includes an in depth knowledge of the process of Planning Committees, local government and the politics of planning. 

Bart’s experience and knowledge are complemented by an impressive network of specialist consultants, ensures the delivery of an effective, pragmatic and viable approach to planning advice across all types of development.
